Using its lens to focus on historical districts across the country
Qingdao’s Guanhai Mountain Historical and Cultural District, Signal Mountain Historical and Cultural District, along with 13 other historical and cultural districts nationwide—such as Fenghuang Ancient Town in Hunan, Yuezi City in Shaoxing, Zhejiang, Ciqikou in Chongqing, Pingyao Ancient Town in Shanxi, and Yi County in Anhui—were featured.

Historical and cultural districts are crucial components of the historical and cultural heritage protection system. They are non-renewable precious resources with significant historical and cultural value.
To better protect, explore, and inherit outstanding historical and cultural heritage, as well as to promote traditional national culture, the provincial government has successively announced two batches of provincial-level historical and cultural districts. There are currently 60 in total, of which Qingdao has 13 historical and cultural districts designated as provincial-level ones.
The first batch, announced in November 2014, includes four districts: Guanhai Mountain Historical and Cultural District, Yushan Historical and Cultural District, Badaguan, Huiquan Corner, and Taiping Corner Historical and Cultural District, and Baguan Mountain Historical and Cultural District.
The second batch, announced in May 2021, includes nine districts: Zhongshan Road Historical and Cultural District, Guantao Road Historical and Cultural District, Shanghai Road–Wuding Road Historical and Cultural District, Signal Mountain Historical and Cultural District, Guanxiang Mountain Historical and Cultural District, Huangtai Road Historical and Cultural District, Wudi Road Historical and Cultural District, Sifang Road Historical and Cultural District, and Olympic Sailing Center Historical and Cultural District.

On the morning of May 7, 2022, the Information Office of Qingdao Municipal Government held a press conference to explain the “Three-Year Action Plan for the Protection and Renewal of Qingdao’s Historic City Center (2022-2024).” “In the next three years, our city’s historic city center protection and renewal efforts will deeply practice the important concept of ‘the people build the city for the people’, focus on people’s concerns, create projects that win people’s hearts, continuously promote the protection and utilization of historic buildings and traditional-style buildings, improve urban functions, enhance the environment of historic blocks, rebuild the popularity of the historic city center, and create characteristic blocks and a ‘5A-level scenic spot’ that combine historical and cultural charm with vibrant and trendy elements,” said Chen Weihua, Deputy Director of the Historic City Center Protection and Renewal Command Office and Party Leadership Group Member of the Municipal Housing and Urban-Rural Development Bureau.
Since the launch of the three-year action plan for urban renewal and construction, following the principles of “authentic protection, complete protection, sustainable use,” and adopting the strategy of “layered planning, precise efforts, tackling one by one” along with the design concept of “repairing the old as old, restoring the original appearance, and reasonable use,” historic cultural blocks such as Sifang Road, Zhongshan Road, and Guantao Road have rebuilt the “lively atmosphere” of the “old streets” and evoked the memories of “old Qingdao” by creating business scenarios like “old buildings + new consumption” and “original scenes + new experiences.” Now, we see these historic cultural blocks still shining brightly despite the wear and tear of time.
Thirteen historic cultural blocks, enduring a century of vicissitudes still look back with brilliance, flowing with the memories engraved deep in the heart of this city.

1. Zhongshan Road Historical and Cultural District
Bounded by Tai’an Road and Henan Road on the west, Dagu Road, Dexian Road, and Jining Road on the north, Anhui Road on the east, and the coastline on the south.
2. Guantao Road Historical and Cultural District
Bounded by Laizhou Road and Tangyi Road on the west, Laizhou Road on the north, Lingxian Road, Zhaoyuan Road, and Lüshun Road on the east, and Shichang First Road, Shichang Second Road, and Wusong Road on the south.
3. Shanghai Road - Wuding Road Historical and Cultural District
Bounded by Lingxian Road and Liaocheng Road on the west, Ningbo Road on the north, Wuding Road and Shanghai Road on the east, and Xiajin Road on the south.
4. Badaguan - Huiquan Cape - Taiping Cape Historical and Cultural District
Bounded by the west wall of buildings west of Rongcheng Road and Huiquan Road on the west, Hong Kong Road, Taipingjiao Fourth Road, and Yunyang Road on the north, Taipingjiao Sixth Road and Yueyang Road on the east, and the coastline on the south.
5. Yushan Historical and Cultural District
Bounded by Daxue Road on the west, Yushan Road and Fushan Road on the north, Fushan Branch Road on the east, and the coastline on the south.
6. Baguanshan Historical and Cultural District
Bounded by Daxue Road on the west, Hongdao Road, Qihe Road, Wangcun Road, Yan’an Road, Zuoshan Road, and Hong Kong West Road on the north, the west wall of buildings west of Rongcheng Road on the east, and Yushan Road, Fushan Road, Fushan Branch Road, and the coastline on the south.
7. Guanhaishan Historical and Cultural District
Bounded by Anhui Road on the west, Anhui Road, Huangdao Road, and Pingyuan Road on the north, Jiangsu Road on the east, and the coastline on the south.
8. Xinhaoshan Historical and Cultural District
Bounded by Jiangsu Road, the west wall of courtyards west of Qidong Road, and Dandong Road on the west, Fulong Road, Songjiang Road, and Xing’an Road on the north, Xing’an Road, Dengzhou Road, and Daxue Road on the east, and the coastline on the south.
9. Guanxiangshan Historical and Cultural District
Bounded by Jining Road and Pingyuan Road on the west, Fujian Road and Jiaoning Expressway on the north, and Jiangsu Road on the east.
10. Huangtai Road Historical and Cultural District
Bounded by Wudi Second Road on the west, Chushuishan Road on the north, Dalian Road on the east, and the south wall of courtyards south of Huangtai Road on the south.
11. Wudi Road Historical and Cultural District
Bounded by Jiangsu Road and Rehe Road on the west, Wudi First Road, Wudi Second Road, and Wudi Fourth Road on the north, and Laiwu First Road and Wudi Fourth Road on the east.
12. Sifang Road Historical and Cultural District
Bounded by Jinan Road on the west, Jiaoning Elevated Road on the north, Liaocheng Road, Yucheng Road, Jining Road, and Anhui Road on the east, and Dexian Road, Baoding Road, and Dagu Road on the south.
13. Olympic Sailing Center Historical and Cultural District
Bounded by Aomen Road on the west, Donghai Road on the north, Zengcheng Road on the east, and the coastline on the south.
